Members also get the opportunity to give vent to their feelings when they are not satisfied with the answers by putting supplementaries. The Question Hour serves another purpose. The Ministers are also made aware of the working of their departments at the ground level which otherwise could have gone unnoticed.

  • The Zonal Councils are the statutory (and not the constitutional) bodies. They are established by the States Reorganisation Act of 1956. The act divided the country into five zones (Northern, Central, Eastern, Western and Southern) and provided a zonal council for each zone. However, the North-Eastern Council was created by a separate Act of Parliament—the North-Eastern Council Act of 1971. Hence statement 1 is not correct.
  • As per Section 17(1) of States Re-organisation Act, each Zonal Council shall meet at such time as the Chairman of the Council may decide. Hence statement 2 is not correct.
