Artificial Intelligence (AI) is a term used for simulated intelligence in machines, which are programmed to mimic humans in a rational manner to achieve specific goals like visual perception, speech recognition, decision-making, and translation between languages. Due to its diversified application, AI is one of the fastest-growing areas of technology and provides unique opportunities for India such as:
- A study by Accenture states that AI could add up to $957 billion dollars to the Indian economy and increase India‟s income by 15% in 2035 by changing the nature of work.
- AI adoption can make healthcare more reliable, affordable and accessible, thereby, help achieve universal healthcare and improve India‟s prospects in medical tourism.
- It can help augment revenue of businesses through better-targeted offers, reduction of demand-supply mismatch, etc.
- It can improve the efficiency of Indian armed forces in areas like logistics, surveillance etc.
- Challenges faced by India regarding AI
- Regulatory challenges for ensuring data security, protection, privacy, and ethical use via enabling frameworks.
- Social disruption: due to impact in areas such as employment concerns, changing preference of an AI empowered middle class, negative social attitude leading to slow adoption of AI etc.
- International competition: Currently, India lags behind USA and China in AI building capabilities mostly due to the lack of large internet companies like Google and Baidu that harness users‟ data.
- Absence of widespread expertise in Al technologies: due to largely out-dated education system and acquiring of obsolete skills.
- Lack of research: due to paucity of funds in both public and private institutions as well as lack of policy support
- Inadequate physical infrastructure such as poor Internet access etc. impedes technology delivery.
- Technological Competence: Strength of Indian Software and IT lies in support services. R&D and skills for core solutions and basic research in AI is still nascent.
- Measures to address the challenges include:
- India must formulate a policy to drive AI innovation, adaptation and proliferation in multiple sectors. Data policy should be formulated to establish sharing rights, data ownership, data usage policies etc.
- AI should be a critical component of programmes like Make in India, Skill India, Digital India, etc.
- Human Resource Development: through developing an AI Education strategy and recommending AI-based curriculum. This also includes reskilling via identification of skill sets required for AI as well as creating an AI Readiness Index for states.
- Evolving standard guidelines for the design, development and deployment of AI based systems to enhance regulation
आर्टिफिशियल इंटेलिजेंस (AI) शब्द का उपयोग मशीनों में कृत्रिम बुद्धिमत्ता के सन्दर्भ में किया जाता है। इनकी प्रोग्रामिंग इस प्रकार की जाती है कि ये दृश्य बोध, भाषा पहचानने, निर्णय-निर्माण और भाषाओं के अनुवाद करने जैसी विशिष्ट विशेषताओं को प्राप्त करने हेतु मानव का तर्कसंगत अनुकरण कर सकें। AI के विविध अनुप्रयोगों के कारण यह प्रोद्योगिकी के तेजी से बढ़ते क्षेत्रों में से एक है और भारत के लिए विशिष्ट अवसर प्रदान करती है। यथाः
- एसेंचर द्वारा किए गए एक अध्ययन में कहा गया है कि AI के द्वारा कार्य की प्रकृति को परिवर्तित करके 2035 तक, भारतीय अर्थव्यवस्था में $ 957 बिलियन डॉलर का संवर्धन और भारत की आय में 15% की वृद्धि की जा सकती है।
- AI को अपनाने से स्वास्थ्य देखभाल अधिक विश्वसनीय, बहूनीय और सुलभ हो सकती है, जिससे सार्वभौमिक स्वास्थ्य देखभाल का लक्ष्य प्राप्त करने में सहायता मिलेगी और चिकित्सा पर्यटन में भारत की क्षमताओं में सुधार होगा। यह बेहतर रूप से लक्षित प्रस्ताव , मांग-आपूर्ति विसंगति में कमी आदि के माध्यम से व्यवसायों की आय में वृद्धि करने में सहायता कर सकती है।
- यह लॉजिस्टिक्स, निगरानी इत्यादि जैसे क्षेत्रों में भारतीय सशस्त्र बलों की दक्षता में सुधार कर सकती है।
- AI के संबंध में भारत द्वारा अनुभब की जा रही चुनौतियाँ :
- सक्षम फ्रेमवर्क के माध्यम से डेटा सुरक्षा, संरक्षण, गोपनीयता और नैतिक उपयोग सुनिश्चित करने संबंधी विनियामक चुनौतियां। सामाजिक विघटनः रोजगार संबंधी क्षेत्रों पर प्रभाव, AI समर्थ मध्य वर्ग की प्राथमिकताओं में परिवर्तन, नकारात्मक सामाजिक दृष्टिकोण के कारण AI को अपनाने की धीमी गति आदि।
- अंतर्राष्ट्रीय प्रतिस्पर्धा: वर्तमान में भारत Google और Baidu जैसी बड़ी इंटरनेट कंपनियों (जो उपयोगकर्ताओं के डेटा का उपयोग करती हैं) के अभाव के कारण AI निर्माण क्षमताओं में संयुक्त राज्य अमेरिका और चीन से पीछे है।
- AI तकनीकी में व्यापक विशेषज्ञता की अनुपस्थितिः बड़े पैमाने पर पुरानी शिक्षा प्रणाली और अप्रचलित कौशल प्राप्ति के कारण।
- अनुसंधान की कमी: सार्वजनिक और निजी संस्थानों में पर्याप्त निधि के साथ-साथ नीति समर्थन के अभाव के कारण।
- अपर्याप्त भौतिक अवसंरचना जैसे इंटरनेट की निम्न पहुँच इत्यादि प्रौद्योगिकी वितरण में बाधा उत्पन्न करती है।
- तकनीकी क्षमता: भारतीय सॉफ्टवेयर और IT क्षेत्र सहायक सेवाओं में अधिक दक्ष हैं। अनुसंधान एवं विकास तथा AI में मूल समाधानों और आधारभूत अनुसंधान के लिए कौशल अभी भी प्रारंभिक चरण में है।
- चुनौतियों का समाधान करने हेतु उपाय:
- भारत को विभिन्न क्षेत्रों में AI नवाचार, अनुकूलन और प्रसार केन्द्रित नीति का निर्माण करना होगा। साथ ही साझाकरण अधिकार, डेटा स्वामित्व, डेटा उपयोग नीतियों आदि के लिए एक डेटा नीति तैयार की जानी चाहिए।
- AI को मेक इन इंडिया, स्किल इंडिया, डिजिटल इंडिया इत्यादि जैसे कार्यक्रमों के एक महत्वपूर्ण घटक के रूप में स्थापित किया जाना चाहिए।
- मानव संसाधन विकासः इसे AI शिक्षा रणनीति विकसित करके और Al-आधारित पाठ्यक्रमों की अनुशंसा के माध्यम से बढ़ावा देना चाहिए। इसमें AI के लिए आवश्यक कौशल समूहों की पहचान के साथ-साथ राज्यों के लिए AI रेडीनेस इंडेक्स के निर्माण के माध्यम से पुनकौशल प्रदान करना भी सम्मिलित है।
- विनियमन में सुधार हेतु AI आधारित प्रणालियों की रूपरेखा निर्माण, विकास और तैनाती के लिए मानक दिशा-निर्देशों को विकसित करना।
